Importance of Major/Pre-req GPA vs Overall GPA for transferring into chemical engineering

I'm having a difficult time determining how competitive I really am for admissions, I have a stellar academic record at my current CCC - a 3.76 looking like a 3.8 at time of transfer applications this fall. Previous poor performance at another CC brings my overall GPA down to about a 3.45. My Major GPA (which I calculated by counting only the pre-requisites listed in assist for UCSB) will be between a 3.8 and 3.85. So how will admissions see me? Am I a 3.45 or a 3.8? Will they care a little or a lot about my past poor performance in general ed classes? This is difficult to determine where I ought to apply, and where I shouldn't waste my money on an app fee.

My first choice is UCSB, I think I'm TAGing to UCI as a backup and I have been on the fence about applying to UCLA. Berkeley is decidedly off the table based on my stats. Does anyone know how my academic record will read to admissions?

I have spoken to admission people from Samueli, and they. Have confirmed that they put a greater emphasis on major GPA… for most people this is bad new, just try to complete as many major prep as possible.

@Dagoberto Do you know why the competition for CS at Samueli is really tough, even for UC standards? Last year, at of 501 applicants, only 6 got in and their average GPA was 3.96.

Samueli usually accepts 300 transfers, last year was an anomoly… look at the 2012 stats for a more comparable stat.
