In order to get the college fee waivers for college applications, would I have had to taken the SAT?

Because my counselor gave me the SAT fee waiver and I didn't have my I.D that day so I couldn't take it. I, however, took the ACT with the ACT Fee waiver.

If your counselor gave them to you, you are eligible. Just mail them to your colleges, asap.

My counselor never gave me the application waivers. I’m saying–am I still available to receive them, even though I did not take it.

As far as I know, if you didn’t take the SAT or SAT2s, you are not eligible to use the college app fee waivers.
