In state or out of state?

<p>Can anyone explain, based on their understanding, what my status would be?</p>

<p>I have a parent who is active duty military, STATIONED in Virginia, but we RESIDE (permanent address) in the District of Columbia. Therefore, would I be considered in state or our of state for admission purposes? for tuition purposes?</p>
