In State Residency after moving from OOS?

So I’m from out of state in PA, and most likely going to UCLA next year. How does the official residency change thing work for UC schools, and if there is anything specific towards UCLA that would be appreciated.

Here is a PDF that explains California residency. It’s a bit confusing (for instance, page 47) about how they define residency and what qualifications the student and parents must meet. Can anyone explain how to obtain residency?

If you’re under 24 and your parents do not live in CA, it will be almost impossible for you to get in-state residency while attending UCLA.

It is virtually impossible obtain residency as a student in CA - especially if you begin you schooling paying OOS rates.

Plan to pay OOS rates all 4 years.

As stated by the other posters, if you arrive to California for educational purposes, you will be paying OOS fees for 4 years.
