I plan on transfering to Rutgers University this fall. I will be going part-time only due to the fact that affording 24,000 is next to impossible for me unfortunatley.

My plan to attend Rutgers is directly related to the fact that I plan to literally RELOCATE to New Jersey. I do not ever intend to return to my hometown. I read that I would have to live in Jersey for 12 months in order to recieve in-state tuition. Is it really this simple? If I attend Rutgers from August (living off campus) to May of 2012, then continue to live there over the summer...can I recieve in-state tuition for my senior year, thus making college affordable for me to attend? I plan on registering to vote (I am 20), registering my car (it's from my home town though, does this matter?), getting a job (maybe two), etc.

My parents will still be helping me out financially. I will also be on their medical/car insurance still. I will likely be living with a roomate in an apartment that will not require me to have a co-signer.

Here is the thing. If you’re a dependent student (under 20), your residency is where your parents live, not where you live to my knowledge. after all, if it was where you live then any student who lives in an off-campus apartment would get in-state tuition and that doesn’t sound right. My S contemplated doing this in college when he was considering an OOS school (not NJ though) and it is almost impossible to pull it off.

thats from Rutgers’ website: i bolded the part that seems to pertain to you. if you want to get instate for Rutgers, you have to move to New Jersey 12 months before you start school, then file your petition. that seems to be the only way for you to get instate tuition in New Jersey, but unfortunately you can only do it if you don’t go to school for one year.

You’d have to move before you started school and spend a full year in NJ, doing all the things you mentioned (voting, car, job, etc.) before becoming an in-state resident.
