I've heard that UW-Madison offers instate tuition to highly qualified out of state students. I've researched and I can't find any info. Does anybody know if this is true, and if it is, what are the qualifications to earn it?

This is news to me. The only way I know you can get in state tuition is by reciprocity, which is only available to Minnesota residents.

There is one if you are a minority called Powers-Knapp. Otherwise, I haven't heard of anything.
