<p>University of Arkansas will waive out of state tuition for kids from neighboring states above a certain ACT score (and it's not too high)
I have been searching for the page and haven't found it - call and talk to them if your state borders theirs and you have above average scores.</p>
<p>On the West Coast we have the WICHE program that will match or nearly match a state schools tuition to many western colleges. They all have a little different criteria and some schools only offer it for certain programs. I'm fairly sure that the Mid West and East coast have similar programs for public schools.</p>

<p>Texas A&M offers in-state tuition for out of state students who receive a scholarship from the university.</p>
<p>Colorado-Boulder has a Presidential scholarship ($12,500-$15,000 per year) which for us would put the cost at about the same as a UC instate. No additional application for the scholarship; it seems to be tied to high SAT/ACT and high GPA as reported in the initial application.</p>
