Could I qualify for instate tuition if I do not live in NC but my parents work there?

No. It’s right there on the University’s web site.

I think that the only exception would be if you were at a boarding school out of state but your permanent residence was your parents’ address in NC. I have friends in that situation and I’m pretty positive they have in-state tuition.

Do your parents live in NC? If so, you might be able to get in-state in your sophomore and later years.

That wouldn’t really be an exception, though. Being away at boarding school doesn’t change where your domicile is. If your permanent address is in NC, and your parents live and work in NC, you’re a resident of NC even if you happen to go to Andover.

If the OP’s parents lived in NC, there wouldn’t be a question for his freshman year, let alone the subsequent years, would there?
