in state tuition

I'm wondering if anyone knows more about this new instate law thing:

"As of August 2006, students attending Virginia Public Colleges and Universities who have established Virginia Domicile and eligibility for in-state tuition will be subject to a surcharge if they exceed 125% of the credit hours required to complete a degree. There are certain exceptions to this rule, which will be spelled out in the final legislation. You can refer to Senate Bill 542 for further information.

At this time, the information available states that if a student who is classified as in-state exceeds 125% of the required course hours to complete their degree, they will be subject to a surcharge each semester thereafter, the surcharge to be determined by the State Council for Higher Education in Virginia (SCHEV)." <-- the Undergraduate Record

For instance, how much extra it is...

ALSO, what Im most concerned about... I'm a musician and I'll be taking performance classes every semester. I'm wondering if music classes past the first 8 hours count toward that "125% of the credit hours required to complete a degree." Or if anyone could suggest who I can ask... thanks a lot!!!

well it shouldn't be a problem because in the college you have to graduate in 4 years, and i highly doubt you'll have taken over 150 credits in 8 semesters.

well, by the end of this coming semester (my 3rd semester here), I will have had 64.5 credit hours already... so I projected my 8 semesters here and I think I'll go over 150+ credit hours unless performance credit hours don't count past the 8th hour...
