@bclintonk. Totally agree with everything you are saying. It’s hasn’t really changed from when my wife went there till my son going there now. I agree it’s in their DNA at Michigan.
OOS students at schools like Wisconsin and Michigan make the finances of the school work. If the state wants more instate students they can pay for them. BTW UW has the largest freshmen class in many years–7,400 out of 44,000 applicants. About half of them are OOS incl Minn so the price does not seem to be an issue. UW made a deal with the state that if it enrolls a level number of instate–around 3700-4000–it can grow OOS enrollment without the old 25% limit.
