In-state vs. out of state

My daughter will be applying to University of MD in September ‘13. At the same time, my husband’s company is relocating him to Maryland. She won’t be a MD resident when she applies but she will be a MD resident when she attends. My husband will have been working in MD for a year by the time she begins her first semester Sept ‘14. My question is: Are we able to apply in September of ’13 as an in-state applicant even though she doesn’t live there just yet? She visited MD and it’s the school she loves but as an out-of-state student, it will be much more difficult to afford.

She would have to sign up for classes over a year after your husband moves. There is an appeal process for the initial ruling. I would talk to the admissions office about this. It can’t be the first time they’ve run into it.
