<p>I currently live in North Carolina. I want to go out of state for school, but cannot afford out of state tuition. I know that USC has a waiver.... what other schools do?</p>
<p>University of Southern Cal is a private school. They don’t care where you come from. They don’t have a waiver. Did you mean South Carolina?</p>
<p>You need to find out if North Carolina participates in the Academic Common Market. Most states in the SE do. If you choose your major carefully, you may be able to study at a participating public college or university in another state and pay in-state rates. Each state decides which programs count for this exchange so you have to find out what your state’s policy is.</p>

<p>there are a few schools that give either OOS waivers…or give merit scholarship which cover those OOS fees …to students with high stats.</p>

<p>and I have a 4.7 weighted gpa and in the top 3% of my class. right now my SAT isn’t where I’d like it (1200 on reading and math), but I plan to take it again!</p>
