Incomplete Items on Application

I am applying early action to 4 schools, 2 of which have November 1st as merit scholarship consideration deadlines. I submitted my common app October 31st. My transcript and recommendations are linked to my common app, so when I send the common app those should send as well. I ordered my sat scores to be sent on October 18th, 2 weeks before the deadline. College Board is apparently having delays with sending scores and everything says pending still on the website. When I called College Board, they said my scores are sent but the colleges won’t receive it until the evening of the 1st or the morning of the 2nd.

Purdue got my common app on the November 1st, but there are incomplete items. For some reason, it still says they haven’t gotten my transcript, and they haven’t gotten my scores either. For Ohio State, I still haven’t received notification they have received my application and on the common app, the transcripts and rec letters haven’t been downloaded by osu yet.

How flexible are colleges when it comes to sat scores and transcripts? It isn’t my fault college board is taking so long. If I submitted all parts of my application by November 1st except the sat scores, does that mean it is not on time? I emailed Ohio State and Purdue, but they haven’t emailed back. I am starting to get really stressed out because if I don’t get merit aid ( I am likely to receive by my stats), I won’t be able to go to these colleges. Do all parts of my application have to be complete with no grace period? It is completely out of my control if college board and the colleges are taking too much time to receive and process the materials.
