<p>You can only apply to one school, unless you want to do a joint degree program. The programs usually confine you to a specific major in one of the colleges.</p>

<p>You can only apply to one college(or one of the joint programs),but you can take classes in any of the schools.</p>
<p>i'm pretty sure you can apply for a dual degree (in the event you aren't accepted to or choose not to apply to a joint-degree program). after matriculating at penn, you would consult one of the advisors and "apply" for a dual degree (esentially a double major). dual degree usually takes more than 4 years. unlike a joint degree program (in which you recieve two separate degrees), a dual degree program leaves you with one degree and two majors... or something like that.</p>
