You know what a true hook is regarding citizenship / permanent residency? -Being the international students who have lived in the US without citzienship / p r. Why? Because the colleges separate international students from the US students (they can't accept too much international students in favor of the US students, and nevertheless, they come from completely different background, right? Colleges cannot apply same criteria for internationals). Which international student would you want? A student who has experience in the US as well as in a foreign country (assuming that student has lived in both places long enough, cases of certain visas) or a student who has no experience in US at all (including educational background). They both contribute to diversity, FUNDS (international students are often not financially aided as much as the US students - but this won't apply that much to some notorious colleges like Ivy's - especially ones that are offering need-blind for internationals), and other factors.
