instate, outstate, international student

if a person is:

a us citizen

california community college graduate

but:
1. started living in california in june 2011
2. completed high school abroad

will he be considered an instate student, out of state student or international student?

I think you’ll be considered a CCC applicant for admissions purposes (assuming you’ll have at least a year before transferring). Tuition is trickier, and depends on tax stuff, where your parents live, if you’re financially independent, etc.

no i was just asking regarding the admission process and not tuition

If you began filing your California taxes, obtained a California driver’s license, and was registered to vote in California since June 2011, most likely you will be considered as an in-state CCC transfer applicant.

For admission evaluation, there is a separate category for OOS CCC transfer and International CCC transfer. For applicants in those categories, they are considered academically prepped (there are no issues of course transferability, etc.), but are subjected to the higher standards imposed on OOS and International applicants.
