<p>Texas universities will let you pay in-state tuition if you receive at least $1000 in scholarship. You can achieve this by receiving a transfer scholarship.</p>
<p>Do you have a link for that hotelCA? According to the University of Texas web site International students are not eligible for their transfer or freshman scholarships, so I don’t see how an international student could qualify for instate tuition by receiving a transfer scholarship.</p>

<p>I don’t know of any public universities that will offer instate tuition to international students. Most public schools do not offer scholarships or financial aid to internationals. The best thing would be to find schools that offer the major you are interested in and check to see what their policies are.</p>

<p>Most big scholarships (that cover the OOS portion) are ONLY given to incoming freshmen…not to transfer students.</p>
<p>maybe LSU or Miss St might help you out.</p>
<p>Georgia College gives most of its international students OOS waivers, but doesn’t offer a ChemE major.</p>
