<p>at most colleges, with the possible exeption of harvard, you'll be 'competing against' all other intls, esp if you are applying for aid.

<p>harvard claims that they group applicants according to the regions they apply from not their citizenships...but i don't really see the logic in that, since govt quotas are based on citizenships</p>
