1134 international undergraduates are enrolled at UPenn
223 of these receive aid
These 223 share $7,023,134 in aid packages

That’s close to $31,500 per student, which is a massive boost for those who get it. My question: Why give 75% aid to 20% of students and then reject others? Clearly, Penn states that ability to pay is a major factor, yet doles out three quarters aid to these 223. Would it not make more sense to bring that aid figure closer to $15000-$20000, thereby increasing an international’s chances?

Think about it. What's the point of giving 15k to a student who needs 40k to attend? They aren't gonna be able to come if they want to anyways. I know you aren't conscious of this, but don't be selfish about this because you only need 35% aid (which is approx. 13k).

Because we need it! And because Penn's financial aid policy is to meet 100% of demonstrated need for those admitted, and not to employ gapping strategies like some other universities do. I don't get $31k though, which is a shame, because it would be nice if Penn started paying me...
