International Affairs Grad Programs

I'm looking for information to help the son of a friend who is interested in getting an advanced degree in international affairs/relations from an American university. He has a degree in history or economics, I think a masters, from Edinburgh University. Grew up in Asia (not ethnic Asian though). Went to the best English prep schools. Widely traveled, speaks several languages. Very bright and charismatic, but probably not a top student grade-wise.

I know that the following are great for IR: Tufts, JHU, Georgetown. I believe that any of the ivies are good.
Any other recommendations?
State U's?
Any idea about degree of selectivity?

All Scottish degrees are 4-year masters courses. There is no BA. So your friend must have an MA (like Prince William does after 4 years at St Andrews). I don't know if this would be an advantage or not!

The Ranking International Relations forum has good information:

Momrath-- you need to find out if your friend wants an academic degree or a professional school experience in policy and internaional relations.
