International for admissions?

Son’s friend not a citizen, so she is not eligible for FA at many places. Is she classified as international for admissions even though she is a legal resident and graduate of US high school?

It depends on the state: graduating from a high school in CA, TX, NYS, MI… makes you a resident for admission and tuition purpose. Not all states do that though. She’d be considered along with domestic applicants for admissions, but with internationals for financial aid. She is eligible for merit scholarships (at Temple, UAlabama, Howard, etc.)

If the child is a legal permanent resident (green card status), and a graduate of a US high school, then this child is a US applicant.

If the child is in some other immigration status and by “legal resident” the friend means that this child is not an undocumented immigrant, then whether or not this child is considered a resident of the current state of residence depends on policies in that state.
