ok so here is my story....

I am an international student who used to live in Michigan from the 2nd grade until the end of 10th grade. While i was in the united states i had very low grades (gpa 2.2). due to some personal issues. i needed a change and staying in my school wasnt going to get me anywhere. i decided that i need to change and left the country and returned to India (where i was born). I tried super hard in school here and made valedictorian at the end of junior year. The level of effort put into school is crazy. i rented out a home for myself and lived there for the full year with nothing but my school books. my school doesnt give out gpa or anything like that. the only thing that matters is the class rank. anyway. i took the SAT recently and got a 1950. i was wondering if i still had a chance at the colleges i want to go to.

note:
I would be applying as an international student as I lived in the united states on a visa
I am Indian
I am a senior now
I am the captian of my new school swim team
I created an organization that teaches unprivileged kids English
Ive donated a large portion of my time and money to donations
all in all i have great extra extracurriculars
Q:
i was wondering if i had to submit my old school's records
does my valadictorian have any effect on judging my gpa?
could you please chance me? these are the colleges i would like to apply to:
