International Noncustodial Parent's statement

I am an international student, applying for need-based financial aid. I have a twin sister who applies to the same institutions, that i consider. Our parents got a divorce in 1998 and we have had no contact with our father for the last 10 years. He lives in the same city, but only restricts himself to paying alimony for both my sister and me. I have noticed that some colleges require the noncustodial parent to fill in a form and a profile, but i think that the profile only refers to American applicants. My question is what form he has to fill in. I have come to the conclusion that some colleges want him to send an International Noncustodial Parent's Statement, but they do not mention where i can find this form. I wrote to the admission offices, and some of them gave me a link to a Noncustodial Parent's Statemnet that is for American citizens. What do you think i should do? And is there anyone facing the same problem? I would appreciate your help.
