International or permanent resident

Hi. My son is an international undergraduate student who will apply to five colleges in USA, some of them public, with deadlines between Feb 15th and March 1st, and will need financial aid. The point is that since January 31 he will have an inmigrant visa, so since that date to July 31, he has the opportunity of bein a USA permanent resident. The question is: Will be better to apply as a permanent resident, than an international student, in order to get financial aid, or not necessarily?. Public universities consider only in state students, or they also consider out of state studets for financial aid? Can be considered new permanent residents for federal financial aid? And new state residents for statal aid?
Can anybody advise me, plase?
Thank you very much

there is a thread at the top of the page that might be helpful and I used google to find this link

[NAFSA - Financial Aid for Undergraduate International Students](<a href=“Financial Aid for Undergraduate International Students | NAFSA”>Financial Aid for Undergraduate International Students | NAFSA)
[College Financial Aid Info: Financial Aids](http://en.allexperts.com/q/College-Financial-Aid-2030/Financial-Aids-1.htm)

you should contact the colleges he will apply to.

you are not going to get instate tuition right as you walk into the country, that I’m pretty sure about.

They are going to look at his status on the day that he applies.

If he is filing today and he is not a U.S. permanent resident green card holder, he will be an international student in both the admissions and the financial aid process. The process is not interested in when he will have the opportunity to become a permanent resident, they pose a simple yes or no question Are you a U.S. Citizen or Permanent resident (and if he is a permanent resident/green card holder he will have to put his registration # on the application).

Many colleges in the U.S. are not need blind to international students so his ability to pay will be a factor in the admissions process.

He will be an out of state student and will have to pay the out of state rate.

They will ask his status as of the day he files the FAFSA. If he is not a permanent resident (green card holder with a ID # he will not be eligible for federal aid or state aid). If he were a permanent resident, since he is not a resident of any state he would not be eligible for state aid.
