Alright so I really want to major in IR, so I'm obviously applying to all the big schools like Georgetown, Tufts, Johns Hopkins, etc. I'm also applying to George Washington, American, Stanford, and UC Davis as safties (except Stanford). So I'm just curious as to which schools give the most merit and need-based aid in terms of IR. Do any of these schools? Are there other schools I should look at?

Princeton's Woodrow Wilson school is excellent for IR (you apply after your 2nd year there), and they give out AMAZING need-based aid. All grants, no loans means you can potentially graduate without debt.

So I would have to do really well at Princeton? I'm a good student, but I don't want to struggle at Princeton and not get in to the IR school.

georgetown meets 100% of your need which is really helpful

Is this need met in loans, grants, or scholarship? I really don't want to be in debt up to my eyeballs after college, especially since I won't be making a ton of money in the IR field to start out. Also, do they use FAFSA to determine your need?

Princeton doles out money like no other.

Princeton is notable in that they don't force loans on you. Their financial aid is almost completely grants, with some work-study. They use FAFSA and their own application to estimate your aid. You can estimate how much you'll have to pay at http://www.princeton.edu/main/admission-aid/aid/prospective/estimator/
I assure you, Princeton financial aid is AMAZING. I'm only able to attend because of the >$40,000 in grants I'm receiving.

To get into Woody Woo (Woodrow Wilson School), you'd need to do well, but it wouldn't be TOO competitive a process-about half of all applicants are accepted.

So I would be competing against other people at Princeton, and I'd have a 50% chance of getting rejected...what happens if I don't get in? Transfer?

You may want to take a look at Syracuse University (SU). SU has an IR program that is associated with the top-ranked Maxwell School of Citizenship (the #1 ranked graduate school for Public Administration). SU is also known for being generous with financial aid.

Alright thanks guys, anybody else got any suggestions?

Bumpty bump

One last bump...Come ON!
