International Relations GPA requirement

I wanted to major in International Relations, but I was admitted to the Global Liberal Studies Program instead, which I didn't apply to.

NYU sent me an email, according to which "we are unable to offer you admission to the College of Arts and Science [, where the International Relations major is]. However, I am delighted to tell you that your application has been selected for NYU's Liberal Studies Program"

As far as IR is concerned, according to the international majors website NYU > Undergraduate Admissions > Applying for Admission > Freshman Applicants > International Majors , IR has a 3.65 GPA requirement. But what GPA exactly? A high school GPA of 3.65 or the GPA at the end of the 2nd year in college?
I thought that the requirement applies to sophomores, but obviously I am wrong, because I don't know what else could've affected my admission to the CAS. I am in top 10% of my high school class, but my GPA is below 3.65 (a very tough school)

So do you think that this is the reason why they didn't offer me admission to IR & CAS & do you think that there is something I could do?

And why did they admit me in the first place, when they can't offer me the IR major and admittance to the CAS (In the common application supplement I selected 1.IR 2.Political science 3. Journalism as possible majors)? That is weird.

Please, don’t respond to that. I already found out that I am going to be able to study IR, doesn’t matter CAS or GLS. You can delete the thread!
