which has stronger IR? brown or penn?

almost definitely brown...i don't even think they're in the same league

penn doesn't have former presidents, nikita kruschev's son, and the founder of China's democratic party teaching undergrads

also take a look at the brown journal of world affairs, an internationally read, prestigious journal with many contributions from brown undergrads, as well as luminaries such as paul wolfowitz, robert macnamara, mary robinson, etc.

In addition to what dcircle said, Brown has 1000 grad students and 5700 undergrads. Penn has 10000 ugrads and 7000 grads. It's a lot less personal; faculty don't care about ugrads as much. The effects of this are particularly felt in popular majors like IR.

There isn't a contest.
