International Student Funding in PhD Programs

hi folks

i'm really disappointed in the result of my application cycle to the U.S. i'm a canadian. anyways, i applied to vision science at berkeley. i think i came in with very strong credentials (they accepted me without interview, even though they normally run interviews to "finalize admissions decisions". for instance, they said i didn't even have to show up for interview weekend on march 11/12). anyways, in their letter, they said:

This offer of admission comes without funding, as the program's funding is currently only available to US citizens.

is this common? i mean - i read here about international students getting funding etc. my program isn't engineering, and it may not even be considered biological sciences. do some programs just don't have money for international applicants, while others do?

as it is, i'm obviously not going to go to the U.S. for studies since i have a very adequate canadian alternative where i can pay a canadian tuition and get canadian money. but i really wasn't expecting this - i thought i'd be in a position where i could actually make a decision on where to go. can anyone shed light?
