International Student living in the U.S. filling out CSS Profile

I am filling out CSS Profile and I realized that there are two similar questions.
1.What is the student’s parent(s)’ current country of residence?
2.What is your parents’ state, territory, or province of legal residence? Select your parents’ state, territory, or province of legal residence. If that legal residence is outside the United States, its territories, or Canada, select “Foreign Country.” Your parents’ legal residence is their fixed and permanent home.

I answered

  1. U.S. because I live in the U.S.
  2. Foreign Country because I was denied financial aid from CA public colleges/universities even though I live in CA.

While I have been living in California for 6 years, I am still considered an international student because of my visa status.

I am wondering whether the second question is answered right because other people said it should be CA instead because we intend to stay here. My family hope to make this state the “fixed and permanent home” but it really is not because we are not granted with citizenship.

Am I right or are they right?

If your parents are residing in CA legally, then why wouldn’t you put that as their state of residence?

If you are all here legally and you all have visas, then you legally live in Ca but if CA etc denies you because you don’t have permanent residence, that is how it works. You live in CA and you specify your visa type.
