International Student Problems

I'm a US citizen living in UAE i just moved here in Oct 2012 i completed 11th grade here and will graduate high school here as well.
I am going to start college applications soon but i want to know if the colleges will view me as an International Applicant or a domestic applicant.
because my friend told me when her sister graduated from our school and went back to michigan for college they said the fees were REALLLY expensive because she was an international student.
so im kinda freaked out cause like.... i wanna apply to certain colleges in NY (where im from) but certain colleges give priority to the state students first over other students ...do like if im considered an international student i probably wont even have a chance .
please help me out with any advice u guys may have

Thanks!!

If you’re a US citizen you are eligible for federal student aid and loans.

The parts of your schooling you do in the UAE will be compared to other students applying from the UAE. The parts of your schooling you did in the US (i.e. your original high school GPA, AP scores, etc.) will be compared to other US applicants. You’ll be an odd case, neither fully international or fully home.

As for whether you’ll be in state or not, that depends on the state. For some states you have to have lived there for the entire preceding year before admission to count as in state. For others factors like bank accounts or taxes are more important. Check for NY specifically.
