International Students at disadvantage by applying to contract colleges?

I am aware that there was another post made on cc. But I really would like further verification.

Contract colleges-- more competitive for out of state and international students because SO many in state students apply, since they pay less for tuition?

Or is it that NYS students are at a disadvantage because so many of them apply, the out of state or international applicants shine because there are less of them?

this is the thread I mentioned:

Any insight would be REALLY appreciated!!! :)

International students are disfavored in any of Cornell’s schools (in terms of admissions and financial aid) anyways like many other US schools so this doesn’t make a difference. The argument is in whether or not it’s harder for out of state domestic students to get into the contracts that in-staters

A Cornell admissions officer told me they are Need-Blind for internationals.
I don’t think internationals are disfavored by applying Fin-Aid now
