Which colleges are you applying to??
Some colleges have host programs which might allow you to stay with a family (though typically over the winter-break or summer, rather than the whole year). You should research those possibilities at the relevant colleges.

Other than that, you’d generally be looking for family friends or something to host you - I don’t know of any other sort of system where you can stay at someone’s place and not pay them anything, apart from an exchange (but that’s not what you’re looking for evidently).

If you really can’t afford all the expenses, it might be a better idea just to apply to unis in your own country, and think about going to the US post-grad, where you might be able to get scholarships at the like…

Occasionally there are opportunities where families will let you stay for free in exchange for work. They might expect you to cook breakfast and dinner, get the kids ready for school and clean up around the house - sort of like an Au Pair job, except that it does not happen through a formal Au Pair program. Check Craigslist or an Au Pair database for openings. Beware though that these opportunities are sufficiently rare. You cannot expect to find one for the start of your freshmen year at your chosen university.

Also keep in mind that tuition increases every year - by 7% on national average. A $20,000 tuition bill your first year might turn into a $25,000 bill in your fourth year. If housing costs are an issue, I suspect you would have a lot of trouble paying for tuition increases and unexpected expenses like medical bills (US medical insurances rarely cover 100% of your expenses!) or a laptop repair.

If you cannot finance college in the States on your own, I suggest you apply to colleges with financial aid or scholarship opportunities for international students. Or stay in your own country, like EphemeralEternal suggested.

You could try [Host & Care - Volunteer Homestay with Mutual Benefits for Families and Care Providers](http://hostandcare.com/) - Receive free accommodations or free room and board in exchange for just a few hours of babysitting, pet sitting, tutoring, home care, elderly companionship and similar services.
