International US student

Hi everyone,
I have a relative who will be applying to college here in the US to begin next September hopefully. However, I have a question about the fafsa/financial aid situation in regards to her.
She's a US citizen, but she got her education done under the British system (O Levels/A Levels) in Bangladesh.
So according to the FAFSA website, it states:

Who is eligible to receive Federal Student Aid?

To receive federal student aid, you must meet certain requirements. You must:

* Be a U.S. citizen or eligible noncitizen.
* Have a valid Social Security Number (unless you’re from the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau).
* Be registered with Selective Service if you are male and 18 to 25 years of age (go to Selective Service System: Welcome for more information).
* Have a high school diploma or a General Education Development (GED) Certificate or pass an exam approved by the U.S. Department of Education.
* Be enrolled or accepted for enrollment as a regular student working toward a degree or certificate in an eligible program at a school that participates in the federal student aid programs.
* Not have a drug conviction for an offense that occurred while you were receiving federal student aid (such as grants, loans, or work-study).

I think she's okay on the rest, but the 4th one. What exam are they talking about? Anyone know?
And also, should I be posting this in the International Students section?

“* Have a high school diploma or a General Education Development (GED) Certificate or pass an exam approved by the U.S. Department of Education.”

All this means is that she should have some kind of qualification that would allow her to enroll in a college or university in the country where she has been studying. O and A levels are OK for college admission in the US. She doesn’t need to worry about that.

She might like to visit the international forum for some ideas, but it would be much better for her to contact the advising center of EducationUSA http://educationusa.state.gov/undergrad.htm</a> that is closest to where she lives. The counselors there have experience with students just like her, and can help her figure things out.
