I believe intls can only work on campus. Though I do believe internships are allowed

I think that an international can do part-time work, summer/winter jobs or internships using the student visa but you cannot apply for a working visa for a full-time job unless your country has a deal with the US while you are still in uni.

you have your OPT (optional practical training) which gives you work clearance for up to 12 months in a field relating to your studies. you also have on-campus work clearance for 20 hrs/wk during the semester and 40hrs/wk when class is not in session.
you can also apply for a financial hardship permit once you are in the US. This allows you to work off-campus, but I think it is very hard to obtain one of these permits.
ETA: All this is for students on an F-1 visa, the regulations for J-1 people are a bit different.

Here are two sites which clearly explain the F-1 Visa requirements regarding work and provide useful information about how to obtain your student visa.

http://www.bostonconservatory.edu/studentlife/international_students_f1_employment.html

Of course, it's also a good idea to go directly to the source: The U.S. Department of State. There, you will find in-depth information about applying for Student Visa's and their limitations and restrictions:

Lauraanne is correct about OPT being available but you need to be in the U.S. and attending school for 9 months before you can apply for OPT permission --- and it can take 3-4 months to get that permission. And, you are only able to do OPT for a limited time (12 months) So, at least for the first year, Internationals only have the option of working up to 20 hours a week in an on-campus job when school is in session or 40 hours a week in an on-campus job during vacations. The links I gave above provide comprehensive information about this.
