I want to be interviewed by the school, but there is no alumni interviewer of the school in my country. I intend to request the school

If you can get one, do one, but they also know that there will be cases where applicants don't get a chance to interview. So not having one won't hurt you (unless you stood up your interviewer or something :))

My interview said that Gtown put a substantial weight on the interview... I believe applicants are required to interview, but im not to sure on how that works in rural areas and international countries... they prob just waive it...

Georgetown says time and time again that the interview will rarely make or break an application. Granted, if you are right on the line and you have a good interview, it will push you over. But if you are under/over qualified, the interview will more than likely have little effect on your admission. They help, but not having one will not significantly hurt you.
