Is 3.50 GPA good enough to transfer? HELP

Is a 3.50+ GPA a good enough score to get into San Jose State as a transfer student for health science - health care administration major? I have been told that all majors are currently impacted at the transfer level for SJSU. Therefore, even with a 3.60 GPA I won't be able to get in unless it's a 3.75+ Is this true? I am currently attending a community college and have a 3.42 GPA. I have essentially only 2 semesters left to be able to transfer because the scores from my 3rd semester will not count into my GPA. The issue that I'm also taking into account is because I have attended a different state university so I can't spend too much at a cc since I have a unit cap to transfer. With only 2 semesters left to bring my GPA up do you think I have a good chance?

Also, I currently live in Sacramento so I won’t be getting priority admission where as students that are attending CC in San Jose.
