I am ranked number 1 in my class with a 4.0 gpa, have taken all IB classes, but cannot get my SAT score higher. I think my essays were great and I am in-state. What are my chances for UofM?
I wouldn’t submit that score because it’s below the 25%ile of last year’s admitted students, and recommend you apply test optional.

What does your HS GC think?
Are you in-state or OOS?
UMich’s CDS states that the two most important factors in their admission decision are uwGPA and class rigor, so you’re definitely alright there.
The 25/75 for UMich is 1,340-1,530 for 2019-2020 per the CDS. The admissions student profile has the 25/75 as 1,380-1,550. I’d tend to believe the CDS as being the final arbiter.
In either case, 1,340 will be roughly around that 25% area. There are examples here on CC of both in-state and OOS applicants being accepted with a score as low as 1,360. But CC posters are an extremely small subset of the total applicants.
I agree with Mwfan1921 and ask your HS GC.
I would agree that you should simply not submit the score and apply as test optional.
