Of course that's the highest score one can get, but does it indicate that you answered every single question correctly?
Also the SAT: does 2400 mean every question was right and the essay was perfect (according to their criteria)?

The ACT has 4 sections that determine your score: math, science, reading, and writing. There is an optional essay component which is not factored into your score.

You can receive a score of 36 by receiving a 36 36 35 35 on the 4 sections because the average score is 35.5 which rounds up to 36.

On the SAT you do not need to answer every question correctly to receive a 2400. On the Critical Reading section you can miss around 2 questions and receive a 800. On the Math section there have been times, maybe once in the past 5 years, where missing 1 yielded a 800, but most of the time you cannot get one incorrect. On the Writing section all of these will generally yield a 800: -0 and 10 essay, -1 and 11 essay, and -2 and 12 essay.
