<p>i am applying for the 2009 fall qarter to US universities.
since i am applying for financial aid and i am an international student, the odds of me getting a substantial scholarship are diminished. therefore, i want to apply to about 20 universities, thus to create a wider chance for myself. however, the counselor at my high school adheres to school policy and is not allowing me to apply to more than 8 schools.
firstly, can schools do that?
is it possible for me to apply to the rest of the universities on my own without my counselor.
thus, my school won't be able to send application packets. i will then have to send notarized copies of transcripts and other certificates of my resume. do colleges accept that?
