is a cover letter necessary if it isn't asked for?

<p>i am using my school website to directly apply for an internship and it only asks me to submit a resume (while others have asked for a cover letter and resume). should i somehow incorporate a cover letter into the resume (1 pdf with both documents) or should I just submit a resume?</p>

<p>On one hand, I think submitting a cover letter without them asking shows initiative. On the other hand, it might be not following the directions or submitting extraneous material. what do you guys think?</p>
