Is AFTER Oct. 15th too late to apply to engineering - OOS?

Son just decided to apply to TAMU for engineering. Seeing the Oct 15th date. He could pull his app together w/o test scores and w/o letters of recommendation, but he has a much better application with strong test scores showing. We are OOS. Wants to do engineering. What happens with engineering students after Oct 15th? We know our local school if you don’t apply in the early round for engineering you likely won’t get a spot. Same w/ TAMU?

And help me understand this from the website: Applicants who apply on the Early Action Deadline will not be able to complete their admission file for several days. On average, it takes 3-5 business days from the time your application is successfully submitted to communicate information needed to link and submit your SRAR.

Does that mean that even if he wanted to apply now he couldn’t apply now? On the common app he completed a self reported academic record - is this different or???

Edited to add: OOS, homeschooled, National Merit Semifinalist, 1490 SAT, 16 dual enrollment classes at local university

Thanks

@kbeducator you’ll want @FriscoDad to weigh in.

Students that apply after the deadline for early action still have a good chance at getting full admit to cstat main campus. I would apply asap though. With his score he should be fine as long as math and science ready.

There is nothing wrong submitting RD.
EA only guarantees a response by December 15th. A response can be a deferment. It is not binded.

Finish by end of October, still have very good chance of getting admission before winter break.
