Is California the best for partly disabled veteran scholarships?

I've been researching and so far I have only found that California gives full need based tuition grants to partly disabled veterans and their dependent while other states require that the veteran has to be deceased?

I would love to hear what others have found out about state based grants for partly disabled veteran dependents (children and spouses)???

Do you mean the Dependent’s Educational Assistance? [Welcome to the GI Bill Web Site | The Home for All Educational Benefits Provided by the Department of Veterans Affairs](http://www.gibill.va.gov/benefits/other_programs/dea.html)
That’s a VA-wide program that you can check if you’re eligible for.

Or do you mean the California College Tuition Fee Waiver for Veterans’ Dependents?

You need to already be a California resident to qualify for this benefit.

There is also the Non-Resident College Fee Waiver for non-California Residents, but that doesn’t waive the entire tuition, just give the dependent access to paying the in-state rate as opposed to the out-of-state, and the dependent must prove residency has been established in CA 1 year after initiating the benefit. Plus, I think a dependent can only qualify for this benefit if it is used within the 1st year after the service member’s discharge, but you’d have to look it up or ask around to be sure.

Other than that I haven’t heard of anything specific to CA that is institutional, as in from the state or related to a state program.
