So did I just completely make this up in my own head, or is it true that the UC's like to SEE your grades for your GE when you are applying? I could of sworn I heard that the UC's like this. Thanks in advance.

wondering the exact same thing

I was told by my counselor (head counselor for the UCLA TAP Honors) that UC's do not care if you completed IGETC courses at the time of application. What matters is that you complete it by the spring semester prior to transfer. Doesn't look any better if you complete all courses at the time of appliation, or if you have them all "in progress".

Is completing IGETC before applying better?

The answer is No.
They would rather you complete the pre-req and the related courses and get good grades on them rather than the IGETC BY THE TIME YOU APPLY.

Here's what I rec. you to take each semester semester:

Fall First year:
ALL Pre-reqs (if that's not possible, take all that's possible, and if there are spaces left, choose ONE course related to your major that is not pre-req)

Winter intercession first year:
one igetc course
one major related course

Spring first year:
COMPLETE your pre-reqs
ONE igetc course
one course related to your major

Fall second year (when you apply)
Half igetc courses
Half major courses

Spring second year
ALL igetc course

*You may take additional class during winter if you think you need more time for igetc.

So I feel like an idiot for asking this but...
are pre-reqs the same as lower division for your major? for UC berkeley, history major they say "Complete as many lower division major requirements as possible before transfer", is that the same as pre-reqs? Thanks

yes, lower division courses are same as pre req

Do the adcoms for the UC's see your winter grades (assuming you are at a school with a quarter system) before making their decision? Thanks

"Do the adcoms for the UC's see your winter grades (assuming you are at a school with a quarter system) before making their decision? Thanks"

You self-report your grades. So if you know your grades by (I think) the middle of feb, when your update form is required, you're set.
