<p>You are ineligible for federal/state money (with a few exceptions). However, universities usually do offer aid to international students, typically <em>without</em> regard to your financial need. A better way to put it might be to say they aren't committed to meeting your financial need.</p>
<p>I studied in Cairo with Egyptian students that all seemed to want to go to Harvard. My advice is to look for scholarships locally (offered by your country). </p>
<p>By the way, getting funding for grad school as an international student is <em>much</em> easier than undergrad.</p>
