I know that Harvard is a need-blind college for domestic and international applicants. However, is Harvard really need-blind especially to international students? If you come from a country that sends a lot of students to Harvard (China, South Korea, India etc.), wouldn't your chances increase by not applying for financial aid? My school counselor says not to apply for financial aid since there is a potential of the risk. I'm just really unsure.

Yes, Harvard is need-blind to all of its applicants, including non-U.S. citizens and permanent residents. Your chances of acceptance as a student from those Asian countries are very, very low - not applying for financial aid won’t make any difference.
