I have a brother at Penn in his Junior year and Penn is my top choice is well. He is doing great academically there. I have slightly better grades than him and the same SAT score (2320). I have spent time with him there as we are very close and have gone with him to several of his classes to get a feel for the school. Will having a sibling at UPenn increase my chances of admission? If so, by how much?

I don’t believe it is an official hook, but Penn does seem to love siblings. @45percenter usually links a story from the DP about it on these threads. If you search siblings you should see other threads on this topic.
