<p>You have to apply to impacted majors, and I think you can get a pre-admit for many of them if you are in the upper part of their class. I would assume that is what was being referred to, but is a large oversimplifcation.</p>

<p>No, but keep in mind that if you have to apply directly to the engineering school if you're considering engineering, and I've heard that it's slightly more competitive than general admissions (hence it may require a higher score) and it's practically impossible to transfer into the egineering school later.</p>
