Is it a waste to apply SEAS ED?

Hi so I'm really having a tough time deciding if I should apply SEAS ED. It's my top choice however it seems that its probably a waste of money and potential ED admittance at another school. This is mostly because of my gpa. I had a bad sophomore year basically I ended up with alot of 91's for stupid reasons and my school doesn't do weighted gpa and only 92-100 is A range
Here are stats:
gpa: 3.7ish
Class rank: top 10% (500 kids rank is somewhere 1-20)
ACT: 34
SAT: 2250
SATII: math ii 800 physics 780 bio 750
I have taken the most rigorous course load at my school

I have alot of EC's:
Played tennis and soccer for 3 years, ( had to stop for dual enrollment)
captain of scholastic scrimmage team
Community orchestra (9 years)
Elite Jazz band
Science O (regional, state medals)
FBLA (regional medal)
Chess team

For some reason I'm considered above avg at math
sophomore year i took Calc I/Calc II at a university

Senior year im taking multivari at a prestigious university, 2nd semester most likely taking diffeq and linear alg
I have some awards for math and a neuroscience competition

Over the summer I attended a well known prestigious math program that I have an extra recommendation from.

Im going to put alot of work into supplements and common app essay, I also did a Questbridge thing last year and won like a part of college prep scholarship. Im hastily doing the nat'l college match part right now. I will not get matched but I am forwarding my app to penn ( it has extra stuff that allows me to describe certain struggles ive had and how theyve affected me )

So basically like is there any hope? I am from Pa i heard that helps. Its weird that penns avg gpa is high and sat medium but other ivies have avg lower gpa and higher sat. I also am White so i dont really have any hooks

oh im also a nat’l commended scholar

i think you have a very good chance of getting in!! your sat and act are right in the range for admitted students and despite what you call a low gpa, you’re still at the top 10% of your class. for seas, having awards in science/math and taking higher-level math courses in a university can definitely help! and yes, penn does traditionally take a disproportionate number of students from the PA area.

as long as your essays are creative and clearly explain why you want to go to penn, i think you are very likely in!
