Is it bad to apply close to the deadline?

If admissions are not rolling, are applicants looked upon less favorably if they apply close to the application deadline/the last possible day/night? If a college has a quota for how many kids they accept from a certain high school or area, once it is filled will they turn down qualified applicants or will they reconsider which students they use to fill the quota? Basically, is it advantageous to apply earlier? I want to take as much time as I have for my applications (I have a lot to do before New Year's), but will that put me at a disadvantage in the applicant pool?

I applied the last night possible to Tulane and got deferred with 2340 SATs, plenty of APs, extracurriculars, etc: http://talk.collegeconfidential.com/college-admissions/1256948-why-i-deferred.html#post13590143. I just want to make sure this type of thing doesn't happen with other colleges I apply to.

My gut feeling is that earlier is better. Less pressure on reviewers. Less competition. Anyway, get the app in as early as you can. What’s the argument for waiting?
