Is it bad to transfer from JC to a four year university?

I went online and saw on forums that transferring from a JC to a four year university is generally a good idea. But nobody at school is willing to do that; I think I'm the only one. Is there anything "bad" about attending junior college? Does it hurt your reputation that you're surrounded by a bunch of people who couldn't "make" it? I plan to do this because even if I went to a four year university, i would go in as undecided and take general ed while I can do that at JC at a way cheaper price. Plus, I think of this as a "second chance" for my academic performance. I'm not a bad student (my grades are good enough to get me into the third tier UC's) but I think I can certainly do better
